The Board of Trustees at Campbells Bay School has five parent representives, one staff representative and the Principal.
Elections for the Board are held every three years.

The Campbells Bay School Board of Trustees meets in the conference room at the school. The meetings are usually held on the third Wednesday of every month (except when this falls during a school holidays). Meetings of the Board are open to the public but they are not public meetings. In other words, members of the public may attend (except during ‘in-committee' business) but members of the public do not have speaking or voting rights. Meetings are advertised in the weekly school newsletter.

 Governance:  General

Boards are given power under the Education Act 1989 to control the management of the school. They are the legal bodies with legal obligations to govern the school in accordance with the Acts and Regulations of Parliament and within the school's own Charter.

The concept of governance and management can be a difficult issue for both boards and principals to come to grips with. The governance/management interface is not clearly defined. The legislative framework is both prescriptive and permissive and, as such, the self-managing model allows for considerable variation of application and implementation. There is no right answer, only “good practice”. Trustees, in conjunction with their principal, have the unique opportunity to define their governance/management roles according to the expectations of their communities, and in the best interest of their students. Successful schools are characterised by the fact that both the Board and principal demonstrate that they have a very clear understanding of their different roles and responsibilities by functioning as a partnership team in a businesslike manner.

The Role of the Board 

The Board of Trustees is accountable for the management of the school by making sure that the school achieves its Charter goals through good practices. In practice the Board is responsible for:

  • Setting strategic goals

  • Determining board policy

  • Delegating powers

  • Reviewing how well those goals are being achieved

The Principal manages the school within the policy parameters set by the Board. The Board and Principal work in a unique partnership by:

 

  • Providing and maintaining an overview

  •  

  • Developing and reviewing board policy

  • Providing strategic direction and planning

  • Reviewing and monitoring progress

Areas the Board will address include:

  • Charter modification in consultation with the community
  • Employment of staff (teaching)
  • Staffing the school (support)
  • Preparation of the annual report
  • Borrowing of money
  • Recorded delegation of powers
  • Conditions for occupying crown-owned buildings and land
  • Authorising student visits Student suspensions
  • Establishment of enrolment schemes
